Job Summary

PPD is undergoing a transition from a project based delivery organisation to a portfolio based organisation. Transforming its structure and operations to provide a Portfolio, Programme and Project Management (P3M) level 3 maturity organization, whilst delivering the ca. 200 live projects across the customers portfolios. To achieve both objectives, whilst upskilling the organization, the team needs subject matter experts to develop and prove systems and processes and to train existing and newly recruited staff.

The Risk Management Support role is effectively a highly experienced risk practitioner who will be expected to support a Civil Servant Risk lead in setting the standard for the management of risk, and implementing a Risk management approach at Portfolio level. The individual will require a high proficiency in risk theory and application, and a strong consultancy skill set.

Additionally, the role will support the Delivery Confidence Assessment (DCA) initiative, and providing direct Risk Management input into this process..

The Transformation Lead for Risk Management support will:

  • Develop a clear approach to capturing, escalating and reporting Portfolio level risks

  • Build an aggregated view of the risk profile by customer

  • Test delivery team and Principal Support Provider (PSP – industry Project management and design services) Quantitative Risk Aanlysed outputs with a view to making clear recommendations for improvement

  • Provide Risk Management expertise into the DCA process, including participating in the tiger teams that will be assessing delivery confidence through reviewing and challenging project team risk management outputs.

  • Robustly analyse delivery teams Risk Registers and principles of risk application on projects, to include cost.

  • Support PPD Lead for Risk on planned Health Checks

  • Support the applied logic of PRA (Primavera Risk Analysis) to compliment Risk Management reviews as part of delivering the DCAs and other P30 Risk Management activity.

  • Support PPD lead for Risk and Senior Risk Analyst on building Civil Servant Training packages

  • Support roll out of Civil Servant Training plan

  • Contribute to the refresh of the principles of operation and Implementation Plan

  • Provide ad-hoc risk management support as required

  • Support the creation Investment Programme Summary Report (IPSR) Risk Profile

Minimum Requirements

  • Support the PPD DCA initiative by reviewing and challenging Risk based delivery outputs, identifying gaps and make clear recommendations for improvement as part of a recovery plan.

  • Lead for Risk in setting the direction for the management of Risks, Issues and Assumptions for PPD including the development of procedures and roll out plans

  • Act as point of escalation and reporting of Portfolio level risks by TLB, linking with Head of Portfolio Support Office and Portfolio Managers in the presentation and communication of these through the dashboards

  • Review and understand the Risk totals provided within the Investment Programme Summary Report, and how the allocation of risk from a cost perspective has been created.

  • Deliver assurance based activities and work with P3O risk team to build risk models in support of the IPG process

  • Produce Risk analytics in support of Risk Based Investment Decision Making

  • Act as focal point for the development of Quantitative Schedule Risk Analysis (QSRA) and Quantitative Cost Risk Analysis (QCRA) across PPD

  • Support the developing progression of risk management maturity within the P3O Risk team and across PPD as a whole

  • Lead the development of reporting requirements for Risk at Portfolio level

  • Facilitate PPD Risk workshops on priority programmes and projects

  • Hands on Risk Analysis using Primavera (P6), as directed by PPD Risk Lead and Head of P30.

Deliverables:

  • Contribute to a robust output from the DCA initiatives that could include a procedure, clear terms of reference, component service outputs and approach for future DCA roll outs.

  • Input into the Investment Programme Summary Report (IPSR) from a Risk perspective, to enable a clear understanding of the Risk Total within the CIP at any point in time and by TLB and how this is constructed

  • Deliver DCA initiatives Nationally

  • Process by which risks are captured, escalated and reporting at Portfolio level to include the output for the dashboard reports

  • Contribute to refreshing the PPD risk management principles of operation and organisation and Implementation plans

  • Contribute to developing a road map for PPD Training on Risk

  • Lead and facilitate a number of Risk Workshops on priority programmes and projects

  • Lead a number of Risk Health Checks as directed by PPD Lead for Risk.

Preferred Qualifications

  • 12+ years’ experience in Risk Management

  • Experienced in designing, implementing and leading risk management and project controls processes across Programmes and Projects.

  • Experienced in Risk Management software both in database and analysis forms such Primavera (others might include ARM etc)

  • Provision and interpretation of Quantitative Cost and Schedule Risk Analysis on complex programmes including the interpretation and communication of analysis outputs to senior PPD leadership

  • Experience of working in complex, regulated and political environments

  • Formal training and qualification in Risk Management

  • Professional status with accredited body

Desirable

  • Some experience of working in the Ministry of Defence / other UK public sector organization

  • A relevant P3M Qualification
