AECOM is seeking a Cyber Security Subject Matter Expert (SME) to support the NAVIFOR Naval Information Warfare Development Center (NIWDC) Cyber Operations (CO) Mission Area Department (MAD). The Cyber Operations SME will support ongoing NIWDC efforts related to the development of cybersecurity system doctrine and advanced level training delivered to the US Navy.
This support includes, but is not limited to development, review, and gap analysis of cybersecurity doctrine, tactics, techniques and procedures (TTP), tactical memorandums (TACMEMO) for Assured Compliance Assessment Solution (ACAS), Host Based Security Systems (HBSS), and cybersecurity training of US Navy personnel.
The Cyber Security SME I will be responsible for:
Initiating and maintaining communications with key afloat and shore-based stakeholders.
Assisting NAVIFOR with identifying and standardizing existing advanced level CO trainin.g at the individual, unit, and group level.
Supporting development of NIWDCs afloat CO training pipeline.
Development of Live, Virtual, and Constructive (LVC) training capabilities to fill identified knowledge and competency gaps.
Integration with other Navy warfare communities and Warfare Development Centers to optimize CO advanced training objectives in the Optimized Fleet Response Plan (OFRP).
Assessment of CSG, ARG, and independent deployer Post Deployment Reports to gain insight into shortfalls in existing doctrine and training for the CO MAD.
Development of the Warfare Tactics Instructor (WTI) program for the CO MAD.
Position requires a Bachelor's Degree in Computer Science, Computer Engineering, Computer Information Systems, or other related computer science field and 9 years of experience or equivalent.
Minimum of 5 years of Defensive Cyber Operations (DCO) experience and 3 to 5 years admin level expertise with ACAS and HBSS, as well as general doctrine development to include CONOP development, Navy and Joint Concept Development, and Experimentation, Navy C5I capabilities, warfighting areas, and organization / planning / communication skills to support all facets of the doctrine development life cycle.
Provide an experience profile that contains 5 years of senior Navy operational expertise in maritime missions, functions, and tasks, and shall demonstrate a robust working knowledge of US Navy and Joint concepts and the processes through which they are derived.
Must be a U.S. citizen with active TOP SECRET/SCI clearance on day one.
10 years of operational leadership experience equivalent to a US Navy shipboard division officer (0-3/0-4), chief petty officer (E-7/8), or Chief Warrant Officer (CWO 3/4) with Navy or Joint Staff experience providing C2/CO support, and having knowledge and understanding of applicable technical concepts and practices in order to support CO readiness across the DOTMPLF (Doctrine, Training, Materiel, Personnel, Leadership, and Facilities).
10 years of progressively responsible experience directly related to Command and Control and or Cyber Operations management.
Thorough knowledge and experience with regulatory requirements detailed in applicable Department of Navy policy (e.g., OPTASK Communications, OPORD 2000/40000 Annex K), and Joint Force policy (e.g., Operations Order 15-002 (USCYBER), Computer Network Defense Service Provider (DISA) regulations and procedures, and CJCSI 6510).
Knowledge of network concepts, management, protocols and services, such as DHCP, DMZ, DNS, ICMP, IPsec, NAT, SMTP, SNMP, and TCP/IP.
Current experience with HBSS.
Current experience with ACAS and/or Nessus.
Current experience with C&A package assembly experience and/or appointed as a Navy Validator.
Certified Ethical Hacker (CEH) Certification
Experience briefing and interacting with senior-level government managers.
Demonstrated ability to develop and translate complex issues into technical requirements and design specifications.
