Job Summary

AECOM has an opportunity for a highly qualified candidate to provide research, planning and analysis support to U.S. Pacific Command (USPACOM) in the area of Counter Terrorism operations and targeting.

USPACOM maintains a Theater Campaign Plan (TCP) to shape the environment in the USPACOM Area of Operations; Concept Plans (CONPLANs) and Operational Plans (OPLANS) to counter known threats; and the ability to respond to contingencies and crisis in theater with little to no notice.

This position will support the PACOM Operations Directorate with comprehensive and integrated analysis of plans, concepts, capabilities and threats in order to provide informed and accurate recommendations for joint fires integration in a dynamic and time-sensitive environment. This candidate will lead and support discreet initiatives/project planning as required related to crisis action, Foreign Humanitarian Assistance (FHA), Non-Combatant Evacuation Operations (NEO), US Embassy Reinforcement, Counter-Terrorism, and Countering Weapons of Mass Destruction.

Must possess a general understanding of the numerous countries that are within the USPACOM AOR and detailed knowledge of South and Southeast Asia. The candidate for this position will provide both long term assessments and short term analysis of developing and real-time events that may shape Operations, Action and Activities (OAAs) in support of USPACOM goals and objectives. This candidate will conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational scenarios which involve targeting and employment of capabilities resident in component inventories as well as identifying gaps in capabilities that can be addressed by new technology, capabilities, processes and procedures.

This position will provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USPACOM senior leader consumption. The candidate for this position must be able to provide assistance on short timeline responses to specific questions pertaining to policy and operational plans; analyze subject plans and concepts for areas of concern; research and analyze various pertinent national security policies, military strategies, vulnerability assessments, threat and intelligence assessments; and inform planning efforts and new concept development. The candidate will be responsible to review, assess, compile and coordinate documentation for requirements at the Geographical Combatant Command level; preparing USPACOM FOGO leadership for briefing requirements to the Chairman of Joint Staff (CJCS) and the Office of the Secretary of Defense (OSD).

This position will provide functional area and subject matter expertise related to counter terrorism in the development of all PACOM Concept/Operational Planning, Planning Orders, Alert Orders, Execute Orders, Concept of Operations target development, and must be capable of enabling the Military Decision Making Process (MDMP), Mission Analysis Joint Working Groups, and the Joint Effects Validation Board (JEVB).

Minimum Requirements

The candidate for this task must have an active TOP SECRET clearance and must be eligible for access to Sensitive Compartmented Information (SCI), based on current single-scope background investigations. The candidate may require access to Special Technical Operations (STO), Additional Compensatory Control Measure (ACCM), and Special Access Program (SAP) materials that require a polygraph.

Required Experience:

  • BA or BS degree and 10 years of experience

  • 5 years experience in military operations

  • 3 years experience working in military plans

  • 5 years experience in Counter Terrorism in the USPACOM AOR

  • 3 years experience on a senior military staff office (Service HQ, Combatant Command, OSD, JS)

  • 3 years experience in joint fires integration

  • Experience in operational and/or strategic levels of DoD planning and/or execution

  • Excellent oral and written communication skills

  • Proficient at authoring analytical or policy documents

  • Proficient at Microsoft Office applications (Word, Excel, Powerpoint)

  • Experience conducting research on a range of topics and functional areas

  • Top Secret security clearance with SCI eligibility

Preferred Qualifications

Highly Desired Experience:

  • Master's Degree from an accredited college or university or Graduation from a military command and staff college plus 10 or more years of experience in military operations
