Job Summary

AECOM has an opportunity for a highly qualified candidate to integrate real-time operational support to USPACOM by providing current and comprehensive situational awareness of friendly and potentially hostile forces operating anywhere in the PACOM Area of Responsibility (AOR).

USPACOM plans, directs, and supervises all aspects of military deployments and operations throughout the USPACOM AOR in order to deter aggression, advance regional security cooperation, and promote peaceful development in the Asia-Pacific region; and, if necessary, respond to crises. To that end, USPACOM requires accurate and timely information on force posture, force tracking, and threat tracking throughout the theater for operations and exercises. To support its mission, USPACOM requires technical and operational expertise in maintaining the Common Operational Picture (COP) and tactical data link (TDL) systems in the J3 Data Fusion Center (DFC). This position will provide supervision of a watch team operating the Global Command and Control System-Joint (GCCS-J) terminals and other peripheral equipment in support of theater joint track/data coordination in the USPACOM Joint Operations Center (JOC). This position will encompass the management of theater level databases; will provide exercise and real-world operations support; will facilitate data integration requirements; and will develop and implement tactics, techniques, and procedures (TTPs) for operating and managing the COP and associated TDL systems such as Air Defense System Integrator (ADSI), Tactical Data Analysis and Connectivity System (TDACS), Network and Systems Integrated Test Environment (NSITE), Joint Interface Control Cell Box (JICC-B) and Tactical Display Framework (TDF).

Specific requirements for this position include:

Creation and execution of a 24/7 watch schedule that will ensure the command has accurate and timely information needed to support theater-wide operations. This position may be required to fill in watch stander gaps due to leave, emergencies, military duty, exercises, etc.

Maintaining COP systems knowledge and watch standing proficiency for the team. Identifying and scheduling training opportunities for the team and for other JOC personnel to promote cross-training and system familiarization.

Ensuring continuity of operations and knowledge transfer between watch standers.

Developing tactics, techniques and procedures for COP management to include: track resolution for technical issues; liaison with Component Commands and Sub-Unified Commands; and reporting to JOC OIC.

Providing research, analysis, briefings and reports to senior-level planners and decision-makers.

Identifying high-value gaps and develop innovative technical and/or operational solutions to address these shortfalls and improve overall support to the Command.

Supporting COP/CTP/BMD network conferences and VTCs with theater component and sub-unified commands to include supporting the daily operations of USPACOM in its mission to provide oversight of integrated command and control (C2) systems.

Minimum Requirements

Specific requirements for this position include:

  • Minimum Requirements

The candidate for this position must have unique insights to both intelligence and operations in order to integrate data, analysis and solution sets. This analysis will be applied to support, streamline, and enable the Commander’s situational awareness related to force posture.

The candidate for this position will provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USPACOM senior leader consumption.

The candidate for this position must be able to provide assistance on short timeline responses to specific questions pertaining to PACOM theatre force posture and threats and provide qualitative data to support recommendations.

This position requires a bachelor's degree and minimum of seven (7) years of experience supporting the DoD. It is highly desired that this candidate has at least three (3) years’ experience working in PACOM specific topics. Ten years of relevant experience may be substituted for the degree requirement.

This position requires knowledge of Joint Campaign, Contingency, and crisis Action Planning procedures.

This position requires at least three (3) years of experience working on an operational watch floor preferably working or having familiarity with the GCCS and TDL systems.

Must be able to communicate effectively verbally and in writing in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials. Must have experience providing regularly scheduled project plans and status reports.

Required to have a TS/SCI. Previous experience working TS/SCI level projects.

Must have demonstrated skill in using integrated software (e.g., MS Office suite and sharepoint).
