AECOM is seeking a Program Management Support Specialist at our Carlsbad, NM location. Under limited supervision applying comprehensive program knowledge and subject matter expertise, provide program advisory support including detailed, comprehensive analysis interpreting technical and programmic elements to prepare routine and non-routine correspondence and documentation, program presentations and briefings, and program management reports. May require some supervisory duties.
1) Lead and mentor personnel assigned to program support functions.
2) Interface with internal functional teams and external customers for planning, prioritization, and issue resolution of overall activities in the support and achievement of customer goals.
3) Interact and advise customers, through the application of specific program knowledge and subject matter expertise, in the execution of program management tasks.
4) Analyze requirements; review and coordinate with internal and external customers to generate program documentation such as plans, schedules, briefings, reports, correspondence, contact/contract modifications, technical instructions, technical procedures or related material.
5) Analyze and track project budgets, schedules and deliverables, conduct research into specific areas, prepare findings and report findings to the customer.
6) Create and maintain master files/schedules related to program history, execution and status for the life of the program (inception to disposal).
7) Review, analyze, provide technical comments, and provide assessment of technical and non-technical program reports; research specific areas and prepare findings.
8) Interface with internal and external principal program participants for planning and prioritization and resolution of overall activities and resolution of issues to support customer goals.
There will be times when overtime is required during audits or expectations or a specific work scope campaign. With little or no notice, the need to work to aggressive schedules where overtime is required is expected for this position.

Bachelors degree in Business Administration or a related field or 7 years of job related experience or equivalent. Good written communication skills; working knowledge of word-processing and integrated software applications; organizational skills and ability to perform detail-oriented work are required. Position may require travel. Position may require the ability to pass and maintain a Security Clearance.
Work Environment, Physical Demands, and Mental Demands:
Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must posses planning/organizing skills, and must be able to work under deadlines.

Candidate will need to be proficient at Microsoft Access in addition to Word and Excel. Candidate will need entry to intermediate level knowledge of the Resource Conservation and Recovery Act (RCRA) regulations, with emphasis on required inspections and record keeping requirements. This position requires teaming with, providing guidance, and direct training of various work groups in the completion of inspections adhering to RCRA compliance standards.
In addition to support of the RCRA permit inspections, candidate will conduct assessments and write summary reports of assessments. Assessments will focus on RCRA inspections but at times will incorporate a variety of regulatory compliance programs.
Candidate will need strong organizational skills to implement program management philosophy and principals to projects.
As with all exempt positions, candidate will need to be flexible and transition to support emerging topics of importance, to the addresses regulatory compliance program needs.
